V.G. Bulatzen graduated from the Lviv Polytechnical Institute in 1960 by speciality "astronomo-geodesy".
From 1960 to 1963 he studied at the postgraduate course of the Poltava Gravimetric Observatory. After graduation from the postgraduate course he worked from 1963 to 1977 as a subordinate scientist, and from 1977 to 1982 - as a Scientific Secretary of PGO.
In 1982 Bulatzen V.G. was appointed a Supervisor of the Poltava Gravimetric Observatory, where he works up to present. During the years of his work at the Poltava Gravimetric Observatory Bulatzen V.G. became an expert in the studies of terrestrial tides and in some adjacent branches of geophysics, and during latest 10 years he works actively in decametre-range astronomy.
Under his guidance some works were conducted on creation and implementing in exploitation of radiotelescope URAN-2 , which is a constituent part of the system of radiointerferometers URAN, which is attributed to the national property of Ukraine.
In 1975 he defended the Candidate Theses and was awarded a degree of the Candidate of Technical Scienses and in 1981 -a title of "Supervising Scientist".
Bulatzen V.G. Is an author of more than 40 Scientific papers dedicated to the studies of terrestrial tides and decametre-range astronomy.
In 1997 he became a Laureat of the State Prize of Ukraine in the field of Science and Technique for his participation in creating the Ukrainian net of radiointerferometers for cosmic studies.
