Velocity characteristics of electromagnetic impulses in media with dispersion

The features of the propagation of electromagnetic excitations in dispersing media urgent from viempoint of practical applications are considered. Emphasis is made on problems of energetic Kinematics of electromagnetic pulse excitations and interrelatisus between the scalar parameters of impedance type on the surface of a geoelectric structure and the velocity characteristics of electromagnetic excitations of artificial and natural origin. An analytical solution of problems of the determination of a time coordinate of "gravity centers" of an electromagnetic response excited by a landed electric source as well as "velocities" of their propagation along the Earth's surface for an 1-D geoelectrical section on the class of smooth limited functions σ(z) is given.
